Most orders from the Yiwu International Trade City share the same profile: many SKUs, small quantities, high frequency. Market procurement (1039) was designed for exactly this, allowing goods bought inside a qualified market cluster to be declared for export under a simplified procedure.
Preconditions
- Goods purchased within a designated market cluster
- Declaration handled by a qualified operating entity
- Declared value per shipment within the prescribed limit
Process
Typically: vendor registration, consolidation and stuffing, entry of the market-procurement commodity list, export declaration, then settlement and tax-exempt filing. The accuracy of the consolidation list directly affects inspection and settlement later.
Common pitfalls
The most frequent problem is a mismatch between the declared description and the actual cargo, or missing invoice information. Verify the list before stuffing and keep purchase receipts and loading photos on file in case of inspection.
Our advice
If an order contains both market-procurement and general-trade goods, do not force them into one declaration. Declaring separately costs one extra fee but materially reduces inspection risk.
